Norway House Cree Nation – Pandemic Response Level Criteria and Implementation Information

Criteria:

  • Pandemic declared
  • Provincial State of Emergency is in place
  • No cases in the Province of Manitoba
  • No evidence of travel spread, or Community spread

Implementation:

  1. There is normal level of travel, travelers are practicing full fundamentals no matter where they travel
  2. Offices are operating at capacity – employees stay home when sick
  3. School is operating – Students are attending Classes
  4. UCN in full operation
  5. Construction is proceeding within timelines
  6. Community residents are well and generally healthy
  7. Business are operating as usual

Criteria:

  • Pandemic Continues
  • Provincial State of Emergency is in place
  • The spread of COVID-19 within the Province of Manitoba (Under 10 cases)
  • No evidence of travel spread, or Community spread

Implementation:

  1. Recommended for travel to be minimal, roadblock is in place monitoring arrival only
  2. Schools, offices, business remain to operate at capacity
  3. Construction is proceeding within timelines
  4. Community residents are well and generally healthy

Criteria:

  • Pandemic continues
  • Provincial State of Emergency is in place
  • NHCN State of Emergency is in place
  • The spread of COVID-19 is rising within the Province of Manitoba
  • Cases mainly located in clusters in Southern Manitoba as well as cases rising in the North

Implementation:

  1. Roadblock – Essential travel only, traffic being monitored going in and out, pass system back in place and moved back across the Ferry call (204) 301-3004 for approval
    • Essential travel defined to the following: medical appointments only, vehicle repairs/trades, dental appointments, eye appointments, education, childcare/custody, court, construction, business
    • Security will verify travel approval at the roadblock
    • Day trips will be allowed North of 53
  2. Quarantine team to monitor perimeter flights
  3. No outside visitors will be allowed in at this time – only Norway House Residents are allowed entry, Cross Lake residents who will be allowed for essential purposes only who have not travelled to the red zones or who have not been in contact with a COVID -19 positive case
  4. 333 Maryland has strict guidelines in place, have a quarantine officer identified who monitors and screens people coming into 333 Maryland, all patients be screened prior to getting on the bus (Norway House & Winnipeg), Patients & Escort monitored while out for appointments.
  5. Anyone showing signs and symptoms must contact the Hospital/clinic and will be told to isolate at home or at a designated site identified by PAT for 14 days or until test results come back, forced isolation can be implemented if they fail to follow rules
  6. Masks are mandatory throughout the Community, social distancing and hand hygiene remain in place.
  7. Quarantine team established will ensure all businesses, NHCN offices, stores, schools are following community guidelines that have been set.
  8. Gatherings are at 50 indoor and 100 outdoor for funerals and weddings as well as other community event
  9. Anyone who has approved travel must complete and submit a travel log to the Quarantine Officer and self- monitor

Criteria:

  • NHCN State of Emergency is in place
  • The spread of COVID-19 is rising within the province of Manitoba
  • Positive COVID cases LIVING in Cross Lake
  • Evident of Community spread within the North
  • There is a known contact(s) within our community from a positive COVID -19 case

Implementation:

  1. Roadblock is secured – Essential travel allowed but limited as follows:
    • Urgent emergent previously scheduled medical referrals from a Doctor in Norway House only; Double check existing appointments to make sure they are still on;
    • No bus, no ground travel. TAP is working on air travel for medical patients.
    • Essential personnel are those delivering food, fuel and medical supplies, hydro officials, highways officials, RCMP, medical staff, Emergency Team.
    • Only day trips will be approved, mileage documented, and destination identified
  2. 14-day self-isolation from red critical zones and complete and submit a travel log to the Quarantine Officer
  3. Customers are limited at the stores following fundamentals, social distancing and wearing masks
  4. Vendor hours are shortened/limited quantity only, minimum movement is in place within the community
  5. Frontier School Division will continue to operate according to their plan
  6. Daycare and Headstart will continue to operate at a reduced capacity
  7. Curfew remains in place for those 17 and under from 10:00pm-6:00am
  8. Quarantine Team will continue to monitor the stores, airport, roadblock, businesses, ensuring everyone is following implemented guidelines – fines can be given out for people not following the guidelines
  9. Hunting is allowed within the Norway House Resource Management area within the border
  10. Enforcement for people who are not compliant, and fines may be given out for non-compliance to the guidelines set within the community
  11. Gatherings are at 25 indoor and 50 outdoor

  • Positive COVID case(s) within the Community

Implementation:

  1. All NHCN offices will be closed to the general public except for essential services
  2. All Schools & Day Care will be closed
  3. Roadblock is secured -Absolutely no travel allowed. Only delivery trucks bringing in food, fuel and medical supplies will be allowed in
  4. Community Curfew in place for ALL community members (12:00am-6:00am) Lockdown will remain in effect until the cases are all contained as determined by the Regional and Local Public Health Authority
  5. Only essential employees will be allowed to move about the Community, PPE must be worn
  6. Food is prepared for those who cannot leave their homes
  7. Play green Inn bar and Vendor is closed
  8. Gatherings are at 10 both indoor and outdoor
